b.root acting weird via IPv6

The IPv6 address of b.root-servers.net (3ffe:something before not a
long time ago) hasn't worked for me for a long time now (I know it used
to work once, but the last successful request was more than 400 days ago

address doesn't work now as well.

That is fine though, as long as those addresses are not listed in the
official zone (question to the ICANN folks: any timescale on that?).
H, I, K and M seem to have production quality, I have them running on a
few backup recursors with a faked "root-servers.net" zone and did not
see any glitches (among with smokeping to monitor).
