VSNL (aka Teleglobe)/Stealth peering issues?

Anyone else seeing a large amount of flapping going on today?
We're constantly losing/gaining about 250 routes every hour or so here.

(Ticket has been opened with VSNL who are "looking into it")

And probably as an aside, anyone know of other IPv6 transit providers in
Toronto/Canada, or someone willing to do a tunneled connection?
